In his conspiracy-ridden mind, it all seemed so "logical": Jiraiya was the Third Hokage's personal disciple and a top candidate for the next Hokage; and the Akatsuki members, who rallied under the banner of "peace," were precisely the students Jiraiya had trained. This was clearly a trap planted by the Third Hokage in order to control the strategically vital Land of Rain after the war, and even to influence the ninja world's power structure through external forces!
"An organization with formidable military power, yet spouting empty rhetoric of benevolence and morality, attempting to disrupt the balance of power among great nations... If they were to truly gain influence, coupled with the support of Konoha, would Danzo still have any say in the ninja world?"
Danzo suddenly stood up, and the file in his hand instantly turned into fragments.

In exchange, we need him to help us get rid of some ‘fleas’ that are jumping around under his nose.” Danzo’s lips curled into a cruel smile. “I believe that the leader of Amegakure, who is revered as a ‘demigod,’ certainly wouldn’t want to see an organization with a higher reputation than him, or even one that threatens his rule, appear on his territory, right? He will definitely be interested in this deal.”
